16-17 Grant Application

United Way continues to evolve from its roots as a fundraising organization to a critical community convener that mobilizes the community to expand opportunities for people to succeed. Together, we must focus on issues and underlying conditions for change and bring people and organizations together to create collective impact. United Way will continue to move toward facilitating a shared community vision and coordinate action across a diverse coalition, along with mutual accountability, sustained effort and measured results. Through working collaboratively with our local partners, businesses, leaders, public officials and the residents of Onslow County; we can achieve real, sustainable change. As we are working toward identifying the key challenges in the community, we will consider proposals for a one-year grant cycle. Programs that are awarded a one-year community investment grant will receive an annual amount over a funding period beginning July 1, 2016 - June 30, 2017.

Overview:

The purpose of the United Way of Onslow County 2016-2017 RFP is to achieve the following:

  • Educate and inform the United Way of Onslow County (United Way) Community Investment Committee volunteers about the applying agency and its program(s)
  • Provide a common format and language to facilitate a review by the United Way volunteers.
  • Assist agencies and United Way volunteers in developing a shared understanding of where each agency is in its efforts to achieve meaningful program outcome results.
  • Provide information as a benchmark so that growth toward continuous improvement can be measured by the agency, as well as by United Way volunteers.
  • Provide a framework for ongoing and substantive dialogue between agencies and United Way volunteers.
  • Provide United Way volunteers with a better understanding of the financial status of the agency, as well as of the particular program(s) for which the agency is seeking funding.
  • Demonstrate collaborative efforts with other community partners to reduce duplication of effort and increase program efficiencies/effectiveness.

RFP Informational Sessions:

All potential applicants are strongly encouraged to attend one of the following informational sessions. All RFP Informational Sessions will be held at the United Way Main Office located at 403 N. Bayshore Blvd. Jacksonville, NC 28540.

One-on-One Technical Assistance:

One-on-one technical assistance to address specific questions or concerns about the RFP will be available to all applicants up until the day before the deadline for submission. An appointment may be necessary to receive assistance and can be scheduled by contacting the United Way office. One-on-one assistance is not meant to replace the informational sessions and can only answer specific questions.

Timeline:

February 15: 2016-2017 RFP released

April 22: RFP Submission Deadline, 11:59 pm

May 2-25: Agency Presentations: United Way will schedule a time for applicants to provide either an agency tour or presentation of their proposal(s) to the Community Investment Committee volunteers.

May 26: Board of Directors will vote on the funding recommendations submitted by the Community Investment Committee

June 3: Agencies will be informed whether or not their programs(s) will receive a 2016-2017 grant

July 8: First grant check will be processed. If an agency's program(s) are funded by United Way, then a check or EFT will be processed the beginning of each month for their program(s). 

2016-2017 Reporting:

For those applicants that are awarded a grant, mid-year reports will be due 1/15/17 by 5:00 PM and year-end reports will be due 7/15/2017 by 5:00 PM. In addition, financial reports on United Way grant specific program expenses will be due quarterly. Continued funding will be contingent upon the Partner Agency meeting the goals as set forth in their Logic Model in the RFP. If the Partner Agency is unable to meet those goals, a request for modification and/or amendment must be submitted in writing by the Partner Agency to United Way and agreed to by both parties. The request for modification and/or amendment must be submitted within 30 days from when the occurrence took place and of agency's determination that goals cannot be met. Partner Agencies that fail to meet the above reporting requirement are subject to having their funding frozen or reduced until compliant. United Way reserves the right to request additional information or submission of program data before the year-end reporting requirement if there are concerns identified in mid-year reports. Grant dollars that are unspent after the one-year cycle will be refunded to United Way.
